BP16 - Primary & Secondary Retail Areas & Hierarchy Study

This paper has two main purposes; to explain the rationale behind the formulation of the retail hierarchy, and to review and rationalise the existing shopping zones within the adopted local plans.

A background paper was produced to accompany the first version of the Deposit LDP. This examined the changes of use and vacancy levels over the previous ten years. This paper represents an update to the previous one, examining changes over the last few years.

This paper has two main purposes; to explain the rationale behind the formulation of the retail hierarchy, and to review and rationalise the existing shopping zones within the adopted local plans, proposing amendments and new boundaries where appropriate. The need for additional retail facilities and local centre health checks have been investigated by planning consultants Scott Wilson, and this is addressed separately within Background Paper 15.
